Cambodia Australia Partnership Enhances Economic Development

Phnom Penh, December 15, 2023 - The Cambodia Australia Partnership for Resilient Economic Development (CAPRED), Australia's flagship bilateral economic development initiative in Cambodia, funded by the Department of Foreign Affairs and Trade (DFAT) and executed by Cowater International, is dedicated to supporting inclusive economic recovery and enhancing resilience and sustainability over the next five years, from 2022 to 2027. CAPRED embraces a programmatic facility model, granting it the flexibility to address a spectrum of emerging interconnected challenges and opportunities in both the public and private sectors, with a focus on promoting resilient, inclusive, and sustainable growth (RISE) across various industries.

Technical Expert Needed for Agri-food Industrial Park

CAPRED is currently seeking a Technical Expert in Agri-food Industrial Park (AIP) Establishment and Operations, possessing substantial experience in industrial establishment and operations management, particularly within the agriculture and food manufacturing sector. The selected expert will collaborate closely with the CAPRED team, providing essential technical support to the AIP committee and secretariat while delivering critical technical tasks as outlined in the Terms of Reference (TOR).

Consulting Firm Sought for Finance and Investment Advisory

Additionally, CAPRED is in the quest for a consulting firm or consortium with a proven track record in finance and investment advisory services related to the agri-food sector. Their role will be pivotal in coordinating and facilitating the investment matchmaking process between:

Local developers and landowners seeking experienced AIP operators in the region for AIP establishment in Cambodia.

Local developers and landowners seeking potential sources of funding for AIP establishment in Cambodia.

In partnership with the Supreme National Economic Council, CAPRED is supporting the AIP committee secretariat team to orchestrate the establishment of an Agri-food Industrial Park in Cambodia. This initiative contributes to fostering inclusive and resilient economic growth in the country.

The AIP project follows a private sector-led government-linked model, where developer(s) contribute capital, land, and oversee operations and management of the AIP, assuming the commercial risks associated with development and operations. In turn, the Royal Government of Cambodia provides a pre-agreed package of support to the developer(s). Through a competitive call for proposal process, selected AIP developer(s) will negotiate and finalize the developer agreement with the Royal Government of Cambodia.
